Submit HCO Application
APPLICATION
The full application packet is about 60 pages with multiple forms. It must be printed, mailed to CDSS with a paper check — there is no online submission. This is the most complex state application in the country. Make sure everything is accurate before mailing.

Live Scan & CDSS Orientation
SURVEY
After CDSS receives your application, they will direct all owners to complete DOJ and FBI fingerprint background checks at a Live Scan location. Owners must also attend a mandatory online orientation class hosted by CDSS (scheduled roughly every 3 weeks). Your application is then reviewed by an analyst and sent to a supervisor for final approval.

License Issued & Begin Operations
OPERATIONS
Once approved, your HCO license is valid for 2 years. Register caregivers on the Home Care Aide Registry (all must have completed Live Scan before providing services). Expect an unannounced survey from CDSS at some point after your license is issued. You can start from home or an office.
