Texas Home Care Licensing: What You Need to Know

All applications are submitted exclusively through the TULIP online portal. Texas sets a high bar for initial education with mandatory computer-based training (CBT) and requires a physical, commercial office that meets specific sanitary and security standards before a license is granted.
The Home and Community Support Services Agency (HCSSA)
All HCSSA applications must be submitted through the TULIP online portal. This is the only accepted method — no mailed or emailed submissions. Administrators must complete 3 modules (Module 1: Introduction, Module 2: General HCSSA Requirements, Module 3: PAS-specific) and pass quizzes on state regulations before the application is deemed complete. You must admit your first client within 6 months of licensure or the HHSC will shut down the agency for non-activity.
